One thing to try as a potential workaround is to use matalava to generate *.java stubs for the kotlin code and then pass it in to doclava.

We manually worked around this by putting the TOC etc sections back in. We need a longer term bandaid for this.
Description
When importing Paging 3.0 docs, we found that because the library is Kotlin only, it is removed from the Java TOC. Users will not be able to browse the Paging 2 javadocs, but the Paging 3 javadocs are not available yet either.
Opening this bug to figure out a workaround for the TOC issue (if we want to do so) until we can generate javadocs from Kotlin sources
