I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Description
Want to restricts users to create the projects and wants to limit those users to limited resources in their assigned projects.
Want to decrease the quotas for any new created Project under the Organization.
What you expected to happen:
Want to achieve those restrictions by using the basic Quota limits at the Organization level and all the Projects created under that organization would inherit those Quota restrictions.
As an example: For any new client project, restrict VPC network to 1, whereas default value is 50. Similarly CPUs to 10 whereas default value is 2400 in one region.
