You can already specify the resolution for screen capture video.
As for screenshot, I'm not sure how much value there is here. It's already very easy to resize a captured image using existing 3rd party tools. I'm not convinced that adding special UI for this in Android Studio is warrented.

Hello OP! Thanks for the feedback. I would like to know more about why the resolution of the screenshot is an issue for your team.
A lossless PNG at 1080x2400px should be ~1.5MB. Are there issues with transmitting files of this size, or are you storing a large amount of files where this becomes an issue?
When creating a screenshot, we'd prefer to keep true to the native device resolution. But would be interested to hear if there significant drawbacks for you.

It's not the file size that's relevant, it's the dimensions of the images themselves when it comes to using them in tools like Github for reviews - probably the place where screen shots are used the most. Without manually wrapping included images in HTML IMG tags to control the size, they're ridiculously huge. So whilst yes, it's possible to open them all in an image editor and resize them, it would seem much better from a workflow point of view if it was possible to do this when capturing (even just a simple 25%/50%/100% toggle would do), like we already can for videos. As device resolutions increase, screenshots are going to become increasingly unweildy.
