Problem you have encountered:

Users are unable to use the logical OR on the OpenAPI authentication methods, when one of the methods is only an API key. This is explained in the public documentation.

What you expected to happen:

The logical OR should also allow endpoints to work only with an API key, if that is specified.

Steps to reproduce:

1. Create a HTTP Cloud Functions, with the basic source code provided by the Cloud Console.
2. Set up the GCF as the backend.
3. Set the security settings in the openapi config file, with 2 security definitions (1 with only an API key, and another with a different method)
4. Try to access the endpoint with only the API key, it should still fail.
