Description
It will be very useful if we can force the users to provide labels to any instance they create by setting that condition at the project level.
Problem you have encountered:
When using the billing export to break down the usage per projects/instances/services, labels are very useful but if the instance creator (the user) do not set them it is hard to do so.
What you expected to happen:
To have a parameter at the project level when it is turn on, it forces the users to label the instances they create.
