ANDROID_PREFS_ROOTreplacesANDROID_SDK_HOME. If both are set to different values, we should fail to reduce risks of confusion when troubleshooting why things are going to the wrong location.We should also do the same for
ANDROID_HOMEandANDROID_SDK_ROOT.The doc right now indicates which one wins and we'll need to update the doc.
