Can reproduce on Pixel 4XL, Android 11, Vodafone Germany. WiFi calling notifications cannot be disabled and ping my Garmin Watch every 15-30 minutes. Disabling WiFi calling was the only option.

- Device: Google Pixel 2 XL
- Build: Android 11, RP1A.201005.004.A1 (and all previous Android 11 builds)
- What I want: Use WiFi calling without a permanent "Emergency calling unavailable" notification.
- What I expected: That the notification does not appear if WiFi calling is activated and functional.
- Reproduce: Use a Vodafone (de) Germany SIM card, activate WiFi calling while connected to any WiFi network. After a few seconds, the notification appears.
I happened to have a Pixel 4A in my hands today (Android 11 from the factory, I don't have any other data such as build number at hand at the moment). There I also activated WiFi calling (same network: Vodafone DE Germany) and get no message there!
What was also different was a pop-up when activating WiFi calling with the repeated notice that emergency calls only work via the normal cell phone network. WiFi calling was only activated when the pop-up was confirmed.
I think I can remember that when I activated WiFi calling on the Pixel 2 XL (at that time still Android 10) I got a similar if not the same pop-up, which I had to confirm to activate the function.
If I deactivate and then reactivate WiFi calling on the 2XL now, I don't get this pop-up.

What I wanted: Be able to use WiFi calling without a permanent "Emergency calling unavailable" notification.

Reproduce: Use a Vodafone Germany SIM card (physical or e-sim, type doesn´t matter), activate WiFi calling while connected to a WiFi network. After a few seconds, the notification appears and won´t go away until WiFi calling is disabled again.

This notification appeared on my Pixel 5 with Android 11 for the first time today, although I did not change the carrier. I'm using the Vodafone cellular network for more than two years and have never seen this notification before until today. Wifi calling was also enabled all the time.
da...@gmail.com <da...@gmail.com> #51
I have just recently gotten the notification.
I have not changed my carrier, but I guess the provider enabled WiFi Calling in their backend for my tariff, which prompts this message to appear (carrier: Vodafone DE, provider: Mobilcom Debitel).
additional info (not that you really need it):
- the device you are using: Pixel 2
- the Android build number Android 11, RP1A.201005.004.A1
It would be nice if someone from Google would simply pick up a phone and call the people over at Vodafone, because we're just getting shuffled from one to the next, with no one taking responsibility.

Hey folks. A solution is (probably) coming with Android 13! 😍
Last week I tried Android 13 Beta 3 and there you can finally (!!!!) deactivate these stupid WiFi calling warnings/notifications!
So, if Google doesn't change their mind in the next few weeks, chances are very high that this odyssey is finally over when Android 13 becomes available to everyone with a Pixel.
I hope this news made your day. 😃

ok, I'm new to this issue, but I'm really concerned, about how long this issue is open now!
I just bought a Google Pixel 7 Pro with the latest updates. Same story here.
Vodafone carrier and the same annoying message several times a day. I also have reception (between one or two bars, but still there) and don't want to disable Wi-Fi-Calling. Or even worse, I have to enable it every time I notice bad reception and disable it, once I've got reception again.
Please take all those complaints over the years seriously.
I haven't been able to find a workaround.
Any hint / workaround / solution (without rooting) is highly appreciated.
Many thanks in advance and have a nice day.

Workaround on Pixel 7 Pro is application "Autonotification" where you can disable it, but it runs in background consuming battery. I cannot disable it with long press it doesnt let me do it.
ro...@gmail.com <ro...@gmail.com> #95
thanks a lot for your response. Disabling the whole auto-notification probably isn't, what I want. First I'll have to investigate, what else will be muted if I follow your workaround.
And your mentioned battery consumption worries me as well. But thanks nevertheless!
But I'm really disappointed, that no google staff has responded yet. Even an estimate or a simple "no" would already be an answer.
I'm not really sure, is this the right place for submitting official bugs? Will they ever read it? Or are they simply not interested in this topic?

And with Android 12, it was possible to make it a silent notification, which blocked it from being shown in the notification bar. As well as disabling it for the lock screen. Then it was close to being invisible for me.

I just moved my Vodafone DE service from an Android 10 phone to an Android 11 phone and now this notification is constantly on my phone with no ability to kill it (besides disabling wifi calling). I'm really disappointed that this is still a thing. Any new suggestions?

Same issue, so I guess I have to buy a none pixel phone, if i do not want permanent screen space taken up by a message which we are not allowed to deactivate. If it hasn't been fixed after this length of time, then google wants you to be irritated every single time you look at your phone. They consider this not to be important. Irritating your paying customer 20 times a day is ok, they will only avoid buying your future products. Who ever decided to ignore this, is responsible for the downfall of thier company.

This could be fixed with 2 lines of code in 120 seconds. Instead of - if this event then do this - use - if this event and date noted equals today then do this and set noted date tomorrow - what happens now, user swipes notification away once per day.

Found a solution!!!
For all people facing this annoying notification issue, you can try one of the following solution:
1- go to settings>apps>click on the 3 dot at the top right corner and choose rest app preferences. (This solved the issue for me)
2- go to system>rest options>rest mobile&wifi network. (This was suggested by google support, but didn't work for me)
Finally I not getting the notification anymore 😀

This is a huge issue for me as well. I am a Sony Xperia 1 V user on latest Android 13 they offer.
There are different claims whether this has to be fixed from the smartphone side or inside of Android, but because I read this issue is same for at least Samsung, Pixel and Sony smartphones I believe this issue is the right place.
There must be some sort of solution either to be able to deactivate the notification or show it just once after activating VoWifi. The content of the notification is also really unnecessary, because what do you really have to do? I think nothing, as emergency calls are done automatically via mobile radio when this property which causes this annoying notification is active.
For me the solution mentioned inhttps://issuetracker.google.com/issues/168642893#comment111 does not work. When I do the step 1 it removes the notification but adds it again after a restart. When I do step 2 as well it removes the stored wifi and also disable VoWifi. Then surely the notification won't come again. but after re-adding the wifi and enabling VoWIFI the warning appears again after restart.
If it really worked for someone, did you do a restart and can confirm it did not happen appear again with enabled VoWIFI?
If it did work what did I may have forgotten, was an order of actions wrong or something else?
Please fix this by providing us a solution to get rid of the notification. I really do not want to be forced to use an app which manipulates or filters notifications. From what I read they are very unreliable and it also feels a lot hacky what it most likely also is.

Same problem, Pixel 8 on latest Android 14. Vodafone Germany. With my new Google Pixel 8 Pro and my switch to vodafone these permanent hint with 30-50 Hints per days drives me crazy. The only chance is to disable wifi calling or to disable vibration or sound in general for notifications. This makes wifi calling or notifications unusable. So obviously only vodafone users are affected. So is it a bug by google or by wrong settings from vodafone? i think both. Seems this is a very special problem with no one feeling responsible to solve. Anoying

he...@outlook.com <he...@outlook.com> #145
It is an illegal persistent notification under EU Law. Vodafone is legally required to offer emergency calling via WiFi Calling under the EU Electronic Communications Code, and delegated acts.
ma...@gmail.com <ma...@gmail.com> #146
It's still here :/
co...@gmail.com <co...@gmail.com> #147
The issue is still present.
Description
1. 1. Activate WiFi calling if it's available in your phone plan. I'm on Vodafone Germany and a longtime WiFi calling user.
2. 2. Check if status bar says YOUR CARRIER WiFi calling
3. 3. Wait if notification from phone services app appears, which says: Emergency calling unavailable - Can't make emergency calls over WiFi
What did you expect to happen?
The notification should only appear when there is no cellular service connection. For example when the phone is only connected to WiFi, but has no cellular connection. The notification should also be completely hideable within the notification channel settings. This wished behavior was the normal behavior on Android 10 and there I have never seen this notification when using WiFi calling, except when there was no cellular service.
What actually happened?
The notification is appearing every time my phone is connected to a WiFi network when WiFi calling is activated within the network settings.
How often has this happened?
Every time
What was the effect of this issue on your device usage, such as lost time or work?
None - device worked normally
Additional comments
Doesn't impact usage at all, WiFi calling still works fine, but the persistent notification is driving me nuts and annoys me so much that I had to turn off WiFi calling completely to get rid of it.
