I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.

Please describe your requested enhancement. Good feature requests will solve common problems or enable new use cases.
What you would like to accomplish:
I would like to be able to launch a compute VM onto a sole-tenant node from any project within our billing account (master or sub-account) instead of being restricted to only within the same project.
How this might work:
sole-tenant nodes could be added to a project that shares the same billing account as other projects, and VMs could be created in those other projects utilizing the sole-tenant node resources.
If applicable, reasons why alternative solutions are not sufficient:
Unable to use sole-tenant nodes with small-scale projects without wasting resources.
