This will create a feature request which anybody can view and comment on.

Please describe your requested enhancement. Good feature requests will solve common problems or enable new use cases.

What you would like to accomplish:

As per the legislation in some countries, it would be helpful to keep the Cloud SQL backups stored even if the instance has been deleted.

If applicable, reasons why alternative solutions are not sufficient:

Currently it is possible to export all the data from Cloud SQL, but the GRANTS and PERMISSIONS will not be included.
