Androidx uses AGP 4.2.0-alpha15

Our libraries do not set android:extractNativeLibs anywhere (https://cs.android.com/search?q=%22android:extractNativeLibs%22&ss=androidx%2Fplatform%2Fframeworks%2Fsupport&ssfr=1) yet we are getting this warning for most of our libraries

PackagingOptions.jniLibs.useLegacyPackaging should be set to true because android:extractNativeLibs is set to "true" in AndroidManifest.xml.

Thanks. This is a bug. I need to update the ProcessTestManifest task to inject android:extractNativeLibs="false" into the manifest when necessary.
