Steps to reproduce the problem (including sample code if appropriate).
- Run https://codepen.io/jnurthen/pen/qBajpGz
- Enable Talkback, navigate to the "min and max" picker
- change the value using the volume up/down keys
Note that it is impossible to reduce the value
It should be possible to reduce the value

Version - Android 10 - Nokia 6.1
