What you would like to accomplish:

Verify the phone number before updating it to a user for the Identity Platform Admin SDK.

How this might work:

A feature similar to what is utilized by the Firebase Authentication API[1], which sends an SMS message containing a verification code to the user's phone upon successful completion of reCAPTCHA.

If applicable, reasons why alternative solutions are not sufficient:

Phone number verification is blocked when disabling user controlled account creation using "User Self-Service"[2].
