there are 2 API violations that we need to fix.

BottomDrawerState is not experimental, where the BottomDrawer is.
public non-experimental DrawerState extends SwipeableState, which is experiemntal. That is not allowed. We need to inline important methods from the SwipeableState into the Drawer state and remove the hierarchy.
