If I am working on something and am not using the preview, the preview will attempt to pop out very frequently as I navigate to new files, and if I'm not using the preview as part of my workflow at that time, it can be a little bit annoying.

There might be an opportunity for us to remember the choice of "Code" vs "Split" vs "Design"

Changed the default to CODE if the file has no @Preview's

We already have a global preference for opening new files so I think this bug can be marked fixed after ag/24360605
