One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.
Description
I would like to create EU eIDAS Qualified Electronic Signatures and Qualified Electronic Seals using Google Cloud HSM.
However, this requires that the HSM device is certified as Qualified electronic Signature Creation Device (QSigCD) and Qualified electronic Seal Creation Device (QSealCD).

Many other HSM devices have already been certified, and Google Cloud HSM should also be certified.
