1. Create a new project, and a new Empty Compose Activity
2. Create a composable function with multiple composables wrapped in a Column. Make a Spacer() immediately following an Image() composable, then add at least one Text() composable below the spacer. See reference code from the "Jetpack Compose Basics" tutorial (the below has the bug):

3. Build the preview, and run the app. Notice in the preview and the app there is 16dp of padding between the bottom of the image and the first text composable.
4. Delete the Spacer()
5. Refresh the preview, notice in the preview the 16dp of padding is gone.
6. Run the app without deleting it off the emulator, notice the padding is still present.
7. Delete the app from the emulator. Run the app, notice the padding is now gone.

Even closing the app does not solve this. It is necessary to completely delete the app for the Spacer() to be removed.

It is worth noting I confirmed this does not happen if a Text() occurs before the padding instead of Image().
