On a Pixel 5 w/ Android 12, this is still an issue w/ Google One VPN (IPsec) and ProtonVPN (Wireguard). Newest carrier services and all.
My guess is, Carrier Services binds to a specific network/interface which is a way for an app to bypass being tunneled through a VPN.
I hope this gets fixed soon as it is a very legitimate usecase for users. For example my significant other's workplace: Very bad mobile reception (so no data most of the time) and a very strict configured firewall for the Wifi network which won't allow RCS but does allow a VPN tunnel to get through. Thus Wifi Calling works and so should RCS (which does not right now). To make matters worse, RCS being as fickle as it is, a situation like that can easily cause it to get into a limbo state.
We are both with Vodafone Germany which operate their own RCS servers, so we are not on port 443 like with the Google operated servers.

This is still an issue. Just set up my S22 Ultra and RCS breaks with Bitdefender VPN, OpenVPN, and Wireguard VPN. Seems like this should be a priority for Google to fix with their Messages app and RCS if they're wanting people and carriers to use it. Any time I connect to an insecure wifi I connect to VPN and can't send messages.

This is still very much an issue, and an extremely critical one at that. I have gone days and days without texting as a result of it because even after you disconnect with the VPN, the issue persists until you clear a bunch of cache in an incredibly specific way and order.
Texting is an extremely crucial and core service on every phone and it is ridiculous and unacceptable that critical issue has been persistent since the inception of RCS and continues to persist years later.

This really ought to be patched on the app level-- I feel really bad for people stick on older Android versions who could otherwise parenterally be dealing with this for the entire life of thier device.

Astfel, la activarea aplicației BitDefender VPN premium se dezactivează funcția "chat" din aplicația mesagerie (mesaje).
Situație este constatată pe un telefon Huawei mate 20x 5G - cu Androud 10; OnePlus - cu Androud 12 și Samsung Galaxy A 90 5G cu Android 12.
Problema persistă și dacă mă conectez printr-o rețea wifi sau prin date mobile.
Am contactat BitDefender și după investigarea situației mi-a comunicat că problema este generată de sistemul de operare Android.
Precizare: pe un telefon Nokia 9 cu Androud 9 - pe care rulează BitDefender VPN premium, nu este o astfel de problemă.

Still the same issue here, with latest LineageOS and Wireguard. Seems not to be related with a specific DNS-Server (which blocks some tracking/malware sites), since it works without cellular in my LAN. My wireguard-vpn routes only rfc1918-networks (10.0.0.0/8 , 172.16.0.0/12 , 192.168.0.0/16 ), and uses the same Nameserver as my LAN.
