How has this not been addressed? The console clearly must make API calls to establish a relationship between notifications and error reporting. Please publish a customer facing API.

Description
What you would like to accomplish: Configure Error Reporting notifications when creating a new GCP project via Terraform, to avoid having to do it manually.
How this might work: Provide Terraform support for performing the configuration automatically to avoid tedious and error prone manual configuration
If applicable, reasons why alternative solutions are not sufficient: Alternate is to configure Error Reporting notifications manually.
Other information (workarounds you have tried, documentation consulted, etc): Relevant documentation
