Configure IAM conditions with Pubsub and assign privileges based on the prefix of the topic name, instead of assigning permissions on a case-by-case basis.

Currently IAM conditions only support Pubsub lite [1][2].

One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Also, I'm seeing this message in the Logcat:
