• What you would like to accomplish:

It will be nice for users if the VertexAI pipelines in VPC SC allows users to simply download common packages from the source outside the VPC perimeters, like Pypi.

• If applicable, reasons why alternative solutions are not sufficient:

Currently the users would receive a connection time out (I.e. "Connection to pypi.org timed out. (connect timeout=15)')") while attempting to install the Pypi package in the Vertex AI pipeline in VPC SC. This is because currently VertexAI pipeline won't be able to reach resources outside the perimeter, such as files in a Cloud Storage bucket that is outside the perimeter [1]. It will be convenient for users to have an easier way to accomplish this.
