Password management of Windows VMs can only be performed with gcloud compute beta reset-windows-password. We could not find any API calls for password management or authentication management of windows VMs via APIs.

An API call such as “instances.setMetadata API” would allow to manage passwords and authentication in a simpler way than it is currently.

Other information (workarounds you have tried, documentation consulted, etc): The only workaround for this seems to be launching the gcloud command, or setting the metadata for starting user and password. Alternatively a startup script can be used to set the password when the VM starts.
