What steps would let us observe this issue?
1. Open a media player via apps like YouTube Music.
2. Go to the quick tile area and expand the area fully.
3. Try to scroll up once.

What did you expect to happen?
I expected being able to directly scroll back to the top.

What actually happened?
It wasn't possible to directly scroll back to the top. It required 2 swipes and the media player wasn't fully shown. Additionally, you can see the status bar icons and the quick tile area first going up a little, after the first swiping up (when the quick tile area has fully been expanded). And after I swipe up the second time they "jump" down again into the right place.

This is very annoying and destroys the otherwise smooth UX massively!
