I'm also very interested in having this extension in cloudsql for postgres since it's blocking the emigration of one of ours databases

Please provide as much information as possible. At least, this should include a description of your issue and steps to reproduce the problem. If possible please provide a summary of what steps or workarounds you have already tried, and any docs or articles you found (un)helpful.
Problem you have encountered:
AS AN Application Architect I NEED the ability to build and design a solution which will allow to configure Custom reader endpoint for multiple read replicas SO THAT I do not suffer a application endpoint change during outage of one of read-replica.
What you expected to happen:
If Google not allow a mechanism to define custom reader endpoint for multiple read-replica then manual interaction/ business logic needs to define at application side.
Steps to reproduce:
Applications will not have ability to connect to the multiple read replica with one end point
