I also saw that the video I uploaded wasn't showing the bug, because of a recording bug in the Feedback app that prevented the full recording to get saved. Welp, at least it's fixed now 🙃

What steps would let us observe this issue?
1. Open an app that uses Android System WebView.
2. Open the Google Assistant via a shortcut (like squeezing or swiping from a bottom corner).
3. Say something like "what's the weather?" or "how are you?".
4. Swipe down after it finished loading the UI.
What did you expect to happen?
I expected no flickering after swiping down.
What actually happened?
There was a bit of flickering after swiping down.
How often has this happened?
Every time
What was the effect of this issue on your device usage, such as lost time or work?
None - device worked normally
