BaselineProfileRule takes two lambdas, but simply calls them in order:

        userspaceTrace("compile $packageName") {
            compilationMode.resetAndCompile(
                packageName = packageName
            ) {
                setupBlock(scope)
                profileBlock(scope)
            }
        }

As we don't/can't prevent profile collection during the setupBlock argument, we should just remove it.
