Now that Lifecycle has a Kotlin dependency, we should convert SavedStateHandle to Kotlin.

This will allow us to get some of the Kotlin inherent type safety.
This will open the door to adding new features such as SavedStateHandle flows (https://issuetracker.google.com/178037961).

Since this is happening in Tink, rather than in the AndroidX library, it would be best to open an issue with that project, as there isn't an easy way for us to fix this.
