For this class:

                        package test.pkg
                        class Foo<T : Foo, out R: Foo> {
                            fun method(t: T, r: R) {}
                        }

I think metalava should be putting the bounds of T and R in the class declaration but it only generates:

                // Signature format: 4.0
                package test.pkg {
                  public final class Foo<T, R> {
                    ctor public Foo();
                    method public void method(T? t, R? r);
                  }
                }

Granted, this would be source incompatible, not binary so feel free to close it as wai.
