I'm not seeing this issue anymore in 13 June QPR or in 14 Beta UPB1.230309.014. Been using the Pixel launcher. Not sure if it's just certain apps or certain specific types of gestures but I havent seen it recently. Might also be an issue with third party launchers.

What type of Android issue is this? User Interface, Display, or Rendering issue

What steps would let us observe this issue?
1. 1. Use an app, doesn't seem to be dependent on a particular app but may occur only in certain situations.
2. 2. Swipe up (home gesture) to go to the home screen (perhaps only on Nova and Niagara launchers, didn't test Pixel)
3. 3. The "Recent apps" overlay shows briefly even though the system appears to know that the user wants to do the "home" gesture.
What did you expect to happen?
Home screen shows without bringing up the recent apps overlay
