Looks like Jerome is OOO, so perhaps Ivan or Chris might be able to help triage this.

Yes, this is indeed something we should do in AGP 8.0 beta, both removing the BasePlugin.getExtension
and moving plugins to gradle-api.
Description
These plugins should be in
gradle-api
but this can only happens onceBasePlugin.getExtension()
which is a breaking change.This should happen in 8.0
