According to the notepad++_2022-05-19_11-48-16.mp4 video, the bug seems to be that the AVD's radio is off as you can see the cross on the triangle icon. Then, you turn the airplane mode off and on, which re-initialize the radio. In this case, the call device and send sms function should work.
The question is: how do we get into the state where the radio became off?

@2 I don't know what causes the bug to occur. I only started the emulator by directly running from the "Play" button (which builds, installs and runs the app) while it wasn't opened.
Description
STEPS TO REPRODUCE:
1. Start the emulator by installing an app and running into it, and close it when it's done initializing.
2. Do it again, but without closing.
3. Try to have incoming call.
The bug is that it won't let you, as it says "The call failed. radio is off", meaning no reception.
A workaround is to turn on&off the airplane mode.
While it is nice to be able to handle such a case, there is no control over it (please consider adding it).
