One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Please describe your requested enhancement. Good feature requests will solve common problems or enable new use cases.
What you would like to accomplish:
Customer would like to required resource labels when creating resources via an Org Policy so every time someone creates tags, adding the required labels as mandatory.
How this might work:
Customer want to have the labels as a mandatory item on any resource at the time that a tag is created.
If applicable, reasons why alternative solutions are not sufficient:
