Deleting media is not a feature that is available via the Google Photos Library API and is not something that we are able to support. (See the previous feature request here:
For this EDU use case specifically, it would be best to follow-up through your appropriate support channels. There may be other management features available for Workspace users that can address this particular case.

Description
Currently no API does not allow admin's or admin tools to manage users who have added hundreds of thousands of Google Photos while using an EDU account. The Google Drive API does not manage these files or allow admins to purge/delete them.
