DESCRIBE THE ISSUE IN DETAIL: Stop creating androidJacocoAnt configuration if coverage is not enabled. We are wasting resources to create it.

STEPS TO REPRODUCE:

Have a project that does not have coverage enabled
./gradlew app:dependencies

Expected:

There is no jacoco listed in dependencies

Actual

There is:

androidJacocoAnt - The Jacoco agent to use to get coverage data.
\--- org.jacoco:org.jacoco.ant:0.8.8
