+1 to voting for the ip4r extension. Currently not supported in Cloud SQL and we make use of it.

How this might work:
Being able to assign an specific IP Manually
If applicable, reasons why alternative solutions are not sufficient:
Nowadays, Cloud SQL chooses an IP from a given range.
