Please note you cannot use the App Engine flexible environment if the organization policy on your project restricts access to external IPs. This is part of the App Engine
Problem you have encountered:
App Engine deployment will failed when enabling an organization policy restricting external IP addresses with a timeout instead of a useful actionable error message.
What you expected to happen:
It is expected that App Engine logs useful actionable error message regarding to the failure reason.

By using this [1] filter you can see the the proper error message throw by underlying Google Compute Engine Instance.
