Summary: event_server_timestamp_offset field is needed to remove duplicated events sent BUT also to be able to order the event that are sent in the same event bundle.

Expected Behavior: This field is populated for ANDROID and IOS platform, but not for the WEB platform.

Steps to Reproduce: One way to reproduce this field in the WEB platform would be to set a client timestamp (a simple JavaScript Date.now()) when the hit is added to the payload/bundle. I understand some server-side event (for example session_start) won't have a populated field, but I don't think those are bundle, so not duplication/ordering issue.
