We encourage all users to upgrade to IKEv2-based VPNs for their own privacy and security, but in the mean time our intention was that you can continue to use PPTP/L2TP for a while. We deeply regret that devices are affected by this bug and be assured that our engineering team is trying their best to get this addressed, but please do prepare for eventual full deprecation in the pursuit of better security. In any case (including after full deprecation), if for some reason you cannot upgrade to more secure VPN types, you can use any number of third party apps that still support PPTP/L2TP.
Please also understand that while our engineering team is trying to get this addressed, our resources are constrained and all time spent on this is not spent addressing issues on more modern solutions or improving security of VPNs in other ways. Absolutely incredible... The chaos that Google has created with this move is beyond an admin's worst nightmare. No other operating system has mad such a dumb thing (windows, ios, Linux... they all still allow L2TP connections). This "feature" (sigh) should be rolled back asap (and the "smart-guy" who took this decision should be awarded... with a prompt kick-out of the company)
Don't get me wrong, it is okay (and even nice) warning users about the insecurity of L2TP nowadays (as it used to be the case in Android 12), but it is more than obvious that 99% of the Android users are not in charge of the VPN servers, and even between the 1% remaining, there will be some with VPN servers that cannot be upgraded to IKEv2 and that cannot be replaced just because someone in Google/Alphabet has decided that they are in charge of protecting the world.
PS: I - and I'm pretty sure that I'm not the only one - would gladly pay up to $10 for a L2TP VP Client app (something that used to be included in the OS). Not if the app's publisher is Google inc (or any other Alphabet subsidiary).

The reason behind this decision is correct. What is not correct is the timing. When many servers out there still only support L2TP you cannot make such move.
And please, don't try to blame on us that your engineers have to spend time fixing something that "they" have broken (I know it was not their decision but it was their implementation). And it is not about "fixing something" but "reverting something" instead, which should be much quicker than a real fix, and thus it should not take as long.

It's fine to remove this from a VPN server if you've written one, but the client should support all options. The end user with the vpn client is not usually the same person who administers the server and so has no ability to sway the owner of the server (especially if it is a large organisation). Please put support back in the client to give people a choice. Flagging as insecure is fine (and helpful), but don't remove the option completely.

Our recommendation is that users migrate to safer VPNs based on IKEv2. Virtually all VPN implementations now support IKEv2 and upgrades are generally painless. We think Android should not contain by default features that use defeated security.
However, we think it's for users to decide what they want to use. Users who wish to use PPTP or L2TP should simply install an app supporting these protocols. There are many such apps on the Play Store, and they will continue to be supported.

It would be much more secure to support these protocols natively.
The end user does not always have a choice about which protocol to connect to, and it depends on the company.
This also forces you to use an older version of Android and refrain from buying a new phone

Вы знаете есть локальная сеть которая работает только так.
Следующий момент на примере: у человека есть сервер там работает порты 22, 80, 443. И тут Google говорит ну вы подключитесь по порту 443. А порт то знает.
Все в бешенстве из за нехватка портов, а вы слезайте делая меньше и меньше. На пример PPTP использует 1723 порт, а L2TP/IPSec 1701, 500, 4500 протах работает.
По поводу безопасности. Человек сам справится и решит свои проблемы.

as you know, all type except IKEv2 was deprecated from Android 12. but, the type migaration is supported.
I update android OS with PPTP/L2TP VPN type(R=>T). but, the profile can't connected.
ppp daemon work well. but vpn state didn't updated on Framework. The cause is module of "vpn-ip-up".
the module location is changed (/etc/ppp/ip-up-vpn => /system/ip-up-vpn). so, it's communication doesn't work between ppp module and android F/W. ipsec-tools(aka. racoon) change to the path (
