Overscroll APIs should be made stable, and scroll-related APIs (lazy list / scrollable / verticalScroll / etc) should have a reasonable public API story with regards to overscroll customization / behaviour.

Ongoing tasks / areas to explore:

Removing enabled from the API surface, and changing it so that things that dispatch overscroll delta (such as scrollable) only dispatch delta if they are at the edge of the list (i.e, the overscroll is enabled) - overscroll shouldn't own this state
Splitting the 'controller' and the 'effect' into two parts, to separate responsibilities between the state machine and the visual effect that is drawn, which may be drawn in different bounds to the actual scrollable component that handles deltas

Semantics no-op cleanups

Partly in response to lmr's broad code review, I did a pass of
superficial API/implementation cleanup. The main changes are:

- I changed each Boolean SemanticsProperty where false is equivalent to
not being present to take "Unit" instead. This is conceptually
clearer: it avoids questions like "can I cancel out a semantics from a
merged child by setting it to false?" Because "property = Unit" looks
weird, I also changed the style of these to "property()".

- I moved the Semantics id generator closer to where it's used, in
SemanticsModifierCore. I made it internal and an AtomicInt.
(Note that integer ids are heavily used in the Android
AccessibilityNodeInfo APIs so I can't simply remove them entirely.)

- I deleted dead code. Some examples include SemanticsHintOverrides,
a public API not connected to anything, and SemanticsPropertyKey
merge() open method which is never called. (In both cases I have
a different plan in mind for accessibility.)

Simplifies OverscrollEffect API to remove pre/post APIs

Overscroll conceptually 'decorates' a scroll or fling action, using leftover delta / velocity to show an effect. Previously the API was split into explicit pre / post functions to emulate the nested scroll APIs, but instead with a decorator like API overscroll can just control the before / after by calling methods before or after the actual scroll / fling. This simplifies most implementations and makes it easier to integrate overscroll with custom components that do not use scrollable / programmatically show overscroll outside of touch input.

We decided not to split the API surface - this causes a lot of unwanted complexity in order to improve a few uncommon usecases, namely:

Every component would need to have a separate overload with parameters for both of these parts, as it is not possible to provide a default value in the API such as we currently have with ScrollableDefaults.overscrollEffect()
Greatly increases the API surface
We would need to provide a 'parent' type in order to provide a return value for APIs such as ScrollableDefaults.overscrollEffect(), but this type should not be used as a parameter in components, as that would prevent the separation of concerns in the first place
A lot more verbosity to use this for simple cases, as you need to pass two parameters for the same object
The separate parts cannot be implemented generically without knowledge of the other type, so the separation only exists for the usage side, but makes it more complicated to implement overscroll effects

Instead, we can achieve the same requirements of allowing re-targeting the rendering / state based part of overscroll by providing wrapper implementations, e.g OverscrollEffect#withoutDrawing(), that passes an empty / noop implementation for the modifier.

Now that the expected behavior is to consume the provided OverscrollFactory, which may be null, or user specified, it's no longer really a 'scrollable default'.
