Performing little flicks of the thumb to move items is extremely inconsistent. At times it goes flying, other times it moves a little bit, and then on occasion the motion gets stuck, almost like it thinks there was a double touch or something.
Vertical scrolling is fine for me.
Here is a little video of my experience:
You can see in the video, at times it moves fine, other times it moves a little bit or too much, and then on two occasions it gets stuck entirely and refuses to move. Every touch in that video was done with nearly identical motion/pressure.

This one is very irritating, only able to scroll 2-3 tweets in one swipe and in facebook it is much worse it's like flipping rather than scrolling.

Turning on "show taps" in developer options allows some more insight. Sometimes swipes are completely ignored, even though the display registers them.
For example: When swiping between home screens, you can clearly see the swipe is registered as the white dot follows my finger across the screen, however the input is just ignored. No response at all.

Short flicks/gestures don't work very consistently. When short flicks do work, the scroll speed is very slow. When I use the pixel 7 pro side by side with my pixel 3 it is night and day. The pixel 7 pro is choppy and scrolls slow. Gestures don't register.

For reference, the default settings are: Short (400), Medium (1000) or Long (1500).
I used the following command to set this to 401 and scrolling finally responds the way you would expect on the Pixel 7 Pro.
adb shell settings put secure long_press_timeout 401
It seems like this is an issue with the pressure/force touch functionality (or at least something related to it)

This *mostly* fixes it for me. However there is still some infrequent stickiness on very short flicks/swipes. Rather than smoothly scrolling a small distance it will just not scroll at all or do a very small scroll (a line or two of text).

The scrolling (whatever the app used) lacks from a little bit of inertia.
Add to that the feeling of cheap touch screen (feels plastic, not slick) and the overall experience is not great for a supposedly premium phone.

Unfortunately no. I already had two replacement units and each unit had these bugs. Furthermore, the replacement devices were very poor in quality. The first device had scratches on the camera bar and the second even had scratches on the camera bar and display. I'm getting tired of constantly replacing the devices and am disappointed.

Pulling down notification shade would sometimes stutter.
Scrolling through apps such as the playstore or newsfeed there would be micro stutters when scrolling after every few miliseconds as if it rubber bands in the opposite direction or freezes for a moment. And every swipe to scroll

Pixel 7 pro here with the much described issues of unpredictable jerky
vertical scrolling with lack of momentum/inertia sometimes, and faster than
anticipated "jumps" at others. This seems to occur mainly with one handed
thumb scrolling. Sideways movement also results in rubber banding. Love the
intelligece of pixel, but £100 budget phones feel nicer to use, so
seriously wishing I'd opted for a Galaxy S22 Ultra instead.

Also those who complain about horrendous scrolling lags in ps and some other apps - make sure dexopt is not in the process of compiling. The way it's implemented now in android is very bad, as it causes massive performance degradation. I've owned a OnePlus device before this and it has the same issues. To my knowledge, dexopt only runs when certain conditions are met. As far as I am aware, the conditions for dexopt compilation are:
1.) Device is plugged in.
2.) Device is in idle.
Those who are more knowledgeable please correct me if I am wrong. As long as it's not finished, you will get horrendous performance issues, especially while scrolling. It's the most apparent in playstore, since when dexopt is not compiled - scrolling in playstore is unbearable. I am talking like 30-40 fps with stutters...
You can force compile dexopt by running the following command in adb:
adb shell cmd package bg-dexopt-job
It has no progress bar or anything, you just need to wait until you see "Success" in the command prompt.
Verdict: stay on stable for now :D

QPR2 Beta is definetely much better. Scrolling in menus now more predictable and less painfull. Overall issue should be splitted in two.
- Finger motion detection and interpretation to scroll speed and inertia. (This is what feels better in QPR2)
- Frame drops. (This is what happen at Play Store and bloated web pages) Chrome is smooth if page does not have videos and animations. Play Store also jitter on videos. They trying to autoplay videos during scroll. This cause frame drop and hiccups.

Yep same here. It definitely jumps while doing small flick scrolling using little finger movement. If the finger is still touching the screen then it's not an issue but once i lift my finger and flick again with little finger movement the initial flick is always jumping and it feels so cheap for a flagship phone from a company who owns Android. Definitely learning from iOS is required in this regard.
60hz in general also feels way more choppy than it should be. iPhones on 60hz i feel like are 2x smoother than my 7 pro on 60hz despite both literally being 60hz

The panels appear to be low binned regarding touch sampling rates and input lag. Which would explain why some devices seem to be worse than others. I have toyed around with different settings in custom kernels, increasing CPU/GPU clocks, using higher priority schedulers, and changing touch clamping values, but the touch sampling and responsiveness remain "lazy". One video shared in this thread accurately shows that the reason the inertia of the scroll performs this way is that the screen does not identify that it is being touched until a good portion of the "flick" is already finished, causing only a very small inconsistent scroll.
Whether or not this issue can be resolved by software is unknown (because Google refuses to be open with their customers about it), but the fact that it is still present for 3+ months leads me to believe that it cannot be addressed on the software front. I have tried each beta and each monthly firmware update and the issue remains in all of them. Right now my new Pixel 8 Pro is just sitting in a drawer as I wait for it to not be frustrating to use regarding basic phone functions/tasks.
Google if you respect your customer base, please at least make a statement on the issue. My fear is that this issue will remain "acknowledged" until right before the Pixel 8 releases, or that the issue will just be buried and "forgotten"."
And after a while that comment is deleted. If this is the way Google solves things than congrats... This just reassures me that Google will NEVER fix scrolling issues and it is probably a hardware problem. And I'm pretty sure that no statement from Google regarding this problem will come up.
Really wanted to like my Pixel 7 Pro but it's impossible when the most basic feature in smartphone does not work.
Ridiculous, just ridiculous. Shame on you, Google.

If I try really hard, I can reproduce a little bit of jitter by scrolling using the entire side of my thumb. However, I no longer encounter this in normal usage.
I also feel that it's important to discern this from the numerous general performance anomalies that have been noted where the UI refresh rate drops momentarily.
While, I agree these may still be important to look into, the original behavior that this ticket was raised for I believe has been addressed.

There is still jumpy and stuttering scrolling on most apps with many UI elements, and many of the elements loading in slower than on my Pixel 6 and 4.
I do not understand why this issue still hasn't been fixed and why my Pixel 7 Pro has more stutters and lags loading new elements than my older pixel devices.

I think there are still two issues at play here, and they are both distinctly different:
1. One issue that users report is that the scrolling is "slow"; when you swipe with your finger to scroll the distance travelled is very little.
2. there are stutters/jitters/frame drops frequently when scrolling.
You could argue that they should each have seperate bug reports in the issuetracker, because currently both issues get grouped into one in this thread, which might confuse the development team and mix up things. On the march update i noticed an improvement in the 1st issue that i listed, but not on the 2nd. But both of these issues are still present to some extent on the latest stable build.

Using developer settings to show pointer I see scroll/touch not registering correctly. Normally it will detect touch when using finger-nail (scroll up use case), then decide to persistently not register then some moments later begin to register.
Have tried disabling any extra gestures or modes (e.g. not auto rotate), lock to high refresh, power save on/off. No improvement.
I've concluded this is a hardware defect. EMI/EMC issue.

If you use a case with a built in screen protector (the kind with a thick plastic screen protector), the scrolling is much better and consistent. If the touch sensitivity of the screen was dialed down, the overall scrolling experience would be much improved.

My wife has a pixel 6 and comparing both in same scrolling scenarios, pixel 6 is clearly behaving correctly and pixel 7 Pro, the opposite. It's frustrating.
Can't someone from product management team update us on the matter?
I don't expect them to acknowledge a hw issue, should this be the case, but at least give us something.

Devs, please fix this and calibrate your screens. Just compare the two devices with the app I mentioned. There is no reason the 6 pro should be scrolling more consistently than the 7 pro. I'm putting my sim back in the 6 pro until this gets fixed. It's infuriating.

There are 3 issues at play:
1. General stutters and jitters occasionally when scrolling (frame drops)
2. Generally slow "sticky" scrolling, i.e low distance traveled when swiping with finger
3. Janky rubberband effect when swiping in recents menu and homescreen, i.e. lack of sensitivity

screen gets Jittery. I have used other flagships of Samsung and Apple and
none of them had these jitters in Power saving mode. I believe this should
be fixed at the earliest as this messes the user experience when the
battery is low.

Horizontal scroll with any app tends to stick. A firm finger and slow drag seems to reduce severity. Seems to happen more with nested text controls, like code-tagged text in browsers or a table/grid like the issue index in this tracker.
Sometimes the issue doesn't occur at all, or very little, like on this issue page (viewed with Chrome) which leads me to think there's something in the screen content that triggers this, rather than a hardware issue, or OS/memory/CPU type issue. I'm wondering if some webview event races, like the scroll event (horizontal or in some cases vertical) is aggressively triggering. That would explain my experience where moving slower reduces the impact - there's more time for each event to process.
