Description

Problem you have encountered:
Customers are unable to block deployments when the "unauthenticated" setting is set. Having this constraint would avoid accidentally deploying a Cloud Function with "allow allUsers", which would allow anyone from the internet access to their service.
What you expected to happen:
When trying to deploy a Function with the "unauthenticated" setting, the constraint will block/fail the deployment with an appropriate error message.
