We cannot support webp in this case. We can't add it to the base image because there are no strict ABI compatibility guarantees". As a work around you can try the Sharp NPM package to perform image conversion. There is an official sample for this

Ubuntu Package name: webp
Your use case: I am trying to use Google AppEngine to convert webp images via imagemagick. Currently this package is not installed, so the dwebp/cwebp commands are not available and the conversion fails with imagemagick.
