Version used: current HEAD Devices/Android versions reproduced on: Emulator, presubmit (>=API 19 because of the test criteria)
Setting
DEBUG = trueshould just increase logging output and enable additional validation of intended invariants. It should not result in any observable behavior change, as this inhibits its usefulness for debugging (and causes confusion and wasted time trying to figure out why an unrelated change broke this test).
