Security policy does not like JARs checked in to source (example), and generally we are moving away from JARs that don't have an audit trail attached to them, so we should find an alternative to using wear/wear_stubs/com.google.android.wearable-stubs.jar for building against Wear extensions sidecar JAR.

Possibilities include:

• build from source or srcjar
• use via Android SDK Manager like other stub JARs
  • internally, this would still be a JAR checked in to prebuilts/
• ??? other

Raising at P1 since we need to address this ASAP. The security policy bot is very unhappy with us right now.
