Blocking old APK files will irreparably damage old apps that were "finished" and don't require constant updates, games for instance.
This also affects apps that were made precisely because Google removed permissions, like toggling wifi in Android Q.
You either create a new permission for third-party apps to toggle wifi OR you give up blocking old apks.

I don't get why we need yet another restriction.
If the OS has backward compatibility, it should allow to install. If it has some security issues related to it, they should be fixed, or some other special solution should be chosen, such as trying to have a better sandboxing or even converting the app into a new one.
Even 32 bit apps are said not to be supported anymore.
There are plenty of old apps that we can trust, even if they are not updated anymore.
Many of these apps don't even have important permissions (such as games).
There is no reason to block such apps.

For advanced users, it may be the case that an app never received updates to target the latest API. I know I have many of these: old games, apps to control smart devices, etc that might not even be in the Play Store anymore. Being unable to use these apps would make it impossible for me to do things I do every day. Another big one is an app called Tasker Settings, which targets the older API to allow me to toggle WiFi on and off automatically among other things.
Like I said, I think blanket removing the ability to install apps that use the older API versions is basically taking away a feature that is a huge draw to the open nature of AOSP. The versatility and backwards compatibility. Pleases consider what I and many others are saying here to have some sort of setting to allow the installation of apps targeting an older API.

However, forcing users to choose between the functionality they purchased OR the security you want to provide is not the right answer.
Have you considered how many users will not upgrade their phones to avoid having their freedom taken away?
I will not upgrade if there is no way to bypass this restriction.

Tasker is not a legacy app, but it does fall along the lines of other legacy apps. Removing the ability renders this and so many other apps useless.
If I wanted a close system, I'd join the Apple bandwagon.

You're giving users less and less reason to use Android. The customization, development aspects of android and its apps, as well as power user apps like tasker make android useful. Stop locking android down so that its users have no reason to stay with u. The pixels are barely keeping up with iPhones anymore if not outright losing. iOS has better RAM management. If u lock it down so that we basically have an iphone why not just get that?
Please offer users a setting to disable this blocking. You can let it be blocked by default, but give users a choice if they want it, still.
Also offer API for APK installers to give the users a choice there about it.
And if none of these is accepted, at least put it in the developer options.
Many apps can be trusted even if they aren't updated anymore.

There is a compromise here, as suggested in many of the posts. Allow the block to be disabled by people who wish to do so. Most users won't even know that anything has changed, but there is a significant amount of people who will, and it will adversely affect them.
People make informed and adult choices when deciding to use Android over Apple. They respect the freedom of Android. Please show that same respect back to your users - ultimately customers, putting money into your organisation - and allow a block to be overridden by those who wish to do so.
A compromise here would be beneficial for both parties.
PS The Tasker app and all its abilities are more important to me in my day to day life than you could imagine. I have remained loyal to Android because if this app. If this changes, my loyalty changes as well.

Please add a toggle in developer settings instead of adb. There are people who do not have a PC, and it would be impossible for them to use that adb flag.

As a power user, this is an unjust punishment. As a disabled user, Tasker is literally the way to make using Android phones pain free - both mentally and physically. Please don't make interacting with my phone any more painful to use by taking away ways to automate repetitive interactions like being able to change simple settings. Hide it in dev settings, but please don't cripple this cripple's phone.

But having one day to abandon it just b/c it's "old" it's beyond my understanding. It's just dumb.
I don't have tasker (my Android is too old apparently), but I use Automate and the ability to programmatically turn WIFI on/off literally helps me with self-control.

A possible workaround is via adb (and hopefully on rooted devices too), to use this when installing:
adb install --bypass-low-target-sdk-block FILENAME.apk
I don't know if this is supposed to last later as it doesn't seem to be intended for users.
Google, please change this. You can block by default and offer a setting in case we want to disable this blocking, and of course have a warning for each time we install such an APK.

Blocking this option will do little to improve the security of devices belonging to power users (such as the Tasker userbase) but will massively inconvenience all of them.

I rely heavily on tasker on a day to day basis and implementing this will break many features of tasker that I rely on.
The one thing I loved about Android over IOS is the freedom, which is being slowly taken away with each release of Android versions. To the point where I'm starting to hold back on the updates for as long as possible.
