third_party/llvm-10.0 is very old, resulting in the need to patch it locally for things like C++17 and C++20 support (in addition to any other problems it may have, e.g. bugs/security vulnerabilities).

At the very least this should be updated to LLVM trunk. Ideally, there would also be an autoroll process.

https://b.corp.google.com/issues/227975743#comment2 mentions it is a _fork_ which may imply there are changes that would need to be carried forward in an update. How do we find out what those changes are, or not?

This bug is superseded by the more specific bug of updating to LLVM 15. This is done to stay in the spirit of the previous bug Update LLVM to 10.
