STEPS TO REPRODUCE:

Download UpsideDownCake Preview SDK and emulator image.

Create app with:

compileSdkPreview "UpsideDownCake"
...
minSdkPreview "UpsideDownCake"
targetSdkPreview "UpsideDownCake"

Build app, and observe the build error:

> Task :app:mergeExtDexDebug
AGPBI: {"kind":"warning","text":"An API level of 34 is not supported by this compiler. Please use an API level of 33 or earlier","sources":[{}],"tool":"D8"}
