Now that the Kotlin Standard Library is a dependency in the Androidx SavedState artifact, there is no need to have a separate -ktx artifact for Kotlin extensions.

We should move all classes and functions from the -ktx artifact into the base artifact and have an empty -ktx artifact that only depends on the original.
