What you would like to accomplish

Users should be able to exclude a project that may be used in the future when using Unattended Projects Recommender

This feature would improve the user's visibility into the recommender's output, as they no longer may need to confirm if the project may be safe to remove or not. Existing workarounds affect the entire organization, which are unfeasible for some users.

How this might work

Multiple implementations may be considered, for example the minimum_observation_period parameter could be configured per-projects, or projects could be excluded from the recommender all together.

If applicable, reasons why alternative solutions are not sufficient

The documentation for minimum_observation_period setting explicitly mentions this setting may only be applied at the Organization level. If users do not mind changing this configuration for their entire organization, this is the recommended solution.
