Problem you have encountered:
Customers require to get "creationTimestamp" under differents timezones when they use snapshots.list API response.

For example:
Google console shows: Apr 4, 2023, 1:54:46 AM UTC-05:00
But when they get the snapshot using the API snapshots.list, they get this response 'creationTimestamp': 2023-04-03T23:54:46.381-07:00.

What you expected to happen:
To get creationTimestamp in any required UTC timezone that customers need using snapshots.list API Call.

Based on the documentation [1] the snapshots schedule uses the UTC time standard.
