OverscrollMode clip elevation

Description
Version used: appcompat version '1.5.1'
RecyclerView overscrollmode clip item elevation (video), even if i set clipToPadding and clipChildren to false. I set padding via ItemDecoration. If i set padding inside recyclerview instead of itemdecoration then the bug passes, but I don't want to, especially since I specified the clipChildren - false in theme. I think the overscrollmode mechanism does not take clipChildren into calculation
